Banned keyword - backend key words and PPC

Hello - hopefully 2 easy questions. 1. Are 'banned' key words such as 'marijuana' ' glass pipe' 'weed' 'chillum' allowed in back-end key words as they are not seen by anyone - or just bot bait to get flagged? 2. Why are these same banned key words allowed as options for PPC campaigns as all these banned words have bidding options?
