I signed up for Amazon Seller and got accepted a few days ago. I paid the Professional Account fee and now I can't even list a single book because of this message "You need approval to list in the Books category".
I can't find any solution to this issue. There's no button to submit for approval. I'm getting frustrated because I paid the fee and now unable to list any books to sell. Anyone having success in getting this issue resolved?

Remove all unauthorized sellers and they are simply killing all the sellers other than whoever the publishers are going to favor. That includes for USED books in many/most cases.
Search the Forum for the number of posts for the exact same issue.
Expect more of this and it is partly a result of the new laws that have stripped Amazon and other sites of what they had perceived as protection from penalties for allowing counterfeit/stolen merchandise on the site.
Those restrictions will include both RA, Gray market, and, used sales in the future because there is no proof of authenticity or chain of custody for those sales models.
Amazon is cleaning house and the others just haven't been caught yet.
My best guess is that in 3 to 5 years (and probably less) there will be ZERO used items on Amazon.
Very Interesting. I think the important question here is, are you attempting to JOIN an existing Amazon listing, or are you trying to CREATE a NEW Amazon listing?
IF you are attempting to "Join" an existing listing, there should be a button on the top right to do so. Go to "Add Products" and enter the upc code / isbn number. Being that Amazon started as a "Book" Seller, I find it VERY hard to believe that NONE of the "Books" you are trying to sell do not already exist on Amazon. If they do, it is forbidden to create a separate, duplicate listing for the same upc code / isbn number. Even if the ASIN already exists but is blocked from any New Sellers, the "Button" displays as "Not Available", (but there IS a button).
My business is less about standard Books per se, at least not books without pictures. :) However, there are a few exceptions where I have invested in some HC books to sell on Amazon, and I have NEVER encountered ANY gating or restriction joining the listing.
I JUST tried again right now to see if something had recently changed, but I am STILL allowed to join existing listings for Books.
I have requested NO special permission from any Publishers, but I am in possession of Wholesale Invoices from a recognized Authorized Distributor that would receive "Brand Approval" provided the requirements are the same as they have always been. I contend that IF a Publisher solicits products to a Wholesale Distributor, than the Licensed Resale Rights accompany the inventory and do not expire until the inventory is exhausted.
I have never been required to go through "Brand Approval" to join a "Book" ASIN, so I am unsure why YOU are unable to do so. I am even MORE confused at your statement that:

Or, this leads me to believe that ALL of the Books you want to Sell on Amazon are not in Amazon's system yet, and you are being blocked from creating a NEW listing. But IF this is is, it is not the "Category" that should be blocking you, it would be the "Brand". You SHOULD be able to begin creating the new ASIN BUT if Amazon's system does not recognize you as "Authorized" to create new listings using that "Brand", then you are effectively prevented at that point.
If THIS is what is happening to you, there IS a posted link right there on how to petition Amazon to include the product in their Catalog.

AMAZON often approves sellers(based on publishers' conditions/provisos) using seller history plus required watching of one-fits-all=video on counterfeited items ( video doesn't specifically address the issue in the book category) If you have few/no sales & no seller feedback, almost impossible to get approved as a NEWBIE!
Many publishers require an invoice(not a receipt ) proving purchase of at least ten titles, directly from them or an approved distributor, within the last six months.
You'll have to research, often a long process, to see if your title's publishers are gated/require approval!
