I am having a really hard time having our account approved to create new ASINs for a specific brand. Please note that the brand itself is not gated. We are just not able to create new ASIN for this brand.
In order to get Catalog Authorization for this brand, Amazon requires us to take pictures of the item on hand. We did that. However, they responded back that our application is declined due to:

During our review of your application, we identified that there is no verifiable information that [this brand] offers EYEWEAR on Amazon catalogue. In view of the aforementioned, we had to decline your application.

This brand just recently started selling eyewear, which is why it is not yet listed in Amazon's catalog. Its not possible to create new ASINs under eyewear category for this brand, because there are no listings for eyewear. So how could the first listing be created under such requirement. It does not make any sense.
We responded back with a link to the trademark owner's/manufacturer where they clearly show eyewear in their catalog, but seller support just ignores it.

Amazon is late to the party but is FINALLY starting to make sure that ONLY the brands themselves are allowed to create ASINs for their brands in more and more cases.
I have several that I was able to add ASINs for a few years back when the brands themselves were not interested enough to list items here. Now I get the "you are not allowed" message AND the brands are creating (improperly) duplicates of what I created years ago.
You can do what I have done for any missing items in the Amazon catalog --contact your sales rep at the brand and ask THEM to create the ASIN for the items.
Because brands are notorious for NOT following listing procedures and formats I send an email with all the info done in the Amazon format.
All they have to do is copy and paste so the brand name and item number are included correctly in the title.

As mentioned by @Seller_kIukTwdhvntAp, often if you are trying to list against a Brand you will need to demonstrate a relationship with the Brand and that the Brand may need to have a Trademark registered for that type of product. You may want to connect with the Brand Owner to investigate further and you may need to be added as Registered Reseller with Brand Registry. Thank you for your understanding.
