My account was deactivated, and the description explained that I opened a marketplace in the Netherlands (Europe). After receiving this notification, I changed the store status to active only for the USA, Canada, and Mexico, and deactivated the rest of the European countries. I also decided to remove the linked credit card from the European accounts.

I received a letter stating that to close the European marketplaces, I need to activate them first. I cannot provide the documents required for activation, which are a business license and paid utility bills for gas, electricity, etc.

In the address section, we listed the legal address in the USA, but we are not physically located there.

What do you recommend for restoring the account to active status?

Unfortunately, this is a grey area.

To close the European marketplace, you must close it via a "self service" tool that Amazon provides sellers. To use this tool, you must activate the account with documents that you do not have.

I would try all possible avenues of obtaining the documents to reactivate your European marketplaces.
