Amazon failed to deliver product to vine customer resulting in 1star review impacting my overall rating

I enrolled in Vine program and after 2 months received a 1 star review on my product saying it's been 8 weeks and customer is still waiting for the product to be delivered.

It has impacted my overall rating and sales.

Can someone help here?

I note that the reviewer advised the item has yet to even ship, but that when it does arrive, they will update the review as appropriate! Understanding the issue at hand is the negative review impacting the listing in the short term, can you confirm if the item is fulfilled by Amazon, or by merchant?
