Selling a set of 4 - Can Amazon Prep do this, or do I need to create the set?

I am selling single tumblers, but also want to sell sets of four. Do I have to create the sets prior to shipping to Amazon, or can they create the sets with their prep service? I am unclear on this. If they can combine 4 tumblers into one set, would the charge be per tumbler or per set? Thanks!

Each unit must be contained within a single, secure package, so if this set is being sold as one unit, it must be packaged together upon arrival to the Fulfillment Center.

From the packaging and prep requirements:

Units that are sets, such as a set of six, unique toy cars that are sold as one unit, must be marked as sets on their packaging. Add a label to the unit that clearly states that the products are to be received and sold as a single unit. For example, "Sold as set," "Ready to ship," or "This is a set. Do not separate."
