I just got my answer, searched the Amazon AI and here is the answer, not sure how I missed this, no more UPS shipping with Amazon Shipping? Nice Friday morning surprise:

Go to the “Buy Shipping” section in Seller Central. [1]
Select the carrier and shipping service that best fits your needs. [1]
Print the shipping label and affix it to your package. [1]
I know it can be inconvenient when a preferred carrier isn’t available, but I hope these alternative options help. Please let me know if you have any other questions!
This is ridiculous that Amazon can't keep UPS up.
The worst part of this is it takes them forever to fix it. I believe they Amazon needs new people in their IT department that knows what they're doing. My other sites hosting servers support is on any problem ASAP and it gets fixed extremely fast. And then we have Amazon which takes forever. And all it does is put me further and further behind.
This whole week is like that. UPS option is on and off. We unlinked and linked the UPS account and still not working. We can't ship anything out in the pass two days. Amazon, USPS and Fedex shipping fee are crazy high

Are you still experiencing issues selecting UPS shipping services in Buy Shipping? Is UPS not appearing at all? Is it showing but ineligible due to stated reasons?
I just checked several accounts and UPS services were available as expected.
If you and other sellers are still having issues with UPS, please file and share a support case with details about the problem.
I only have FedEx and USPS available, but when I try to purchase the FedEx label, I get an error message.
Still down. its 1:19PM and its Friday a short day for us,. We need to ship UPS What is going on ! @KJ_Amazon
Don't count on it BestDeal, Amazon knew this was going to happen long before it came to fruition. And they told nobody, not even their own support teams.

Your best next step is to report your issue to support with order details and the specific messages you are seeing explaining why UPS services are not eligible. If you share the support cases I can monitor them and escalate as needed.
In the meantime, sellers have the option to purchase UPS shipping outside of Buy Shipping and enter tracking details in Buy Shipping when confirming their shipment.

Thank you for sharing that Case ID @Seller_2MN0wB77bz7wc and @Seller_FSgXsuWPklUof. I passed those two cases and details on to our partner teams to investigate and determine the reason you are not able to select UPS options.
Please let me know if you have any additional information that may be relevant, such as whether you have linked your own UPS carrier accounts.
I have tried both linking my own ups account or unlinking, but the ups option is still not able to be purchased
Had to ship with my own UPS account to get my orders out. Never had UPS on Amazon Shipping down that long.
we are still not able to use ups as a shipping as well.. very frustrating as they are the best and most reliable option for us.

I can’t believe there’s not more discussions going on in the seller forums. Either this is an isolated issue to just a few sellers or everyone is already using other methods of shipping with UPS. Are we just being pushed into using Veeqo?
Anyway here is the response from Seller Support and case closed, total nonsense to me:
‘This is Mary, and it will be a pleasure to assist you today.We understand your concern about Amazon Shipping.If a carrier is prioritized, then only prioritized carriers will be eligible in Buy Shipping, carriers not prioritized will not be eligible in Buy Shipping. To enter Buy Shipping preferences for ship-from locations follow the steps below : -Click Orders > Manage Orders .-Next to an order, click Buy shipping, and then click Buy Shipping preferences.-In the Carrier prioritization section, click Edit. A preferences page will appear.-Drag the carriers you prefer from right to left into the numbered spots.-If there is a carrier you prefer not to use, leave the name in the section to the right.-Click Save.’
Finally, I found the solution. It has been almost a week. Open case doesn't help. It is not related to Link issue. It looks like something was changed under the Buy Shipping preferences page. Under each Ship FROM address, you need to select the the LINK UPS account. OTHERWISE, UPS will not show up. After I selected the UPS link account, BINGO...the UPS shows up when try to buy label
Good morning fellow sellers and Amazon moderators.
It seems by now that what’s happening is deliberate. Basically I’m pushed to use Veeqo, re opened my account, made myself familiar with everything and printed labels for about 30 orders in one swoop.
Life is easy again. Moving on, sales are great as I’m a seasonal seller and spring is my season.
My main concern really was the coverage of A-Z claims, filing claims directly with my personal UPS account has been extremely difficult since they pushed me over to Worldwide Express. (Another shipping headache). 🤕
