Pacifiers and pacifier clips

If you list products on our store, you must comply with all federal, state, and local laws and our policies applicable to those products and product listings, including this policy.

Pacifiers and pacifier clips covered by this policy


A pacifier is an article that consists of a nipple that is intended for a young child to suck upon, but is not designed to facilitate a baby’s obtaining fluids. A pacifier usually includes a guard or shield and a handle or ring.

  • Guard or shield means the structure that is located at the base of the nipple and prevents the pacifier from being completely drawn into the child's mouth.
  • Handle or ring means the structure that is usually located adjacent to the guard or shield and is used for holding or grasping the pacifier.

Pacifier clips

A pacifier clip is an article made of textile or beads that is used to attach a pacifier to an infant or toddler’s clothing for the purposes of preventing the pacifier from falling onto the floor.

Our policy for pacifiers

Amazon requires that all pacifiers and pacifier clips have been tested to and comply with the specific regulation or standard requirements listed below:

  • CPSIA Lead and Phthalates; and
  • ASTM F963-17, Section 4.20 – Pacifiers; or
  • 16 CFR Part 1511 (Requirements for Pacifiers)

  • CPSIA Lead and Phthalates; and
  • 16 CFR Part 1501 (Small Parts Testing)

Required information

We may request this information from you at any time, so we recommend that you have it easily accessible:

  • Your company name (if applicable) and seller ID
  • Your contact information: email address and phone number
  • A list of all pacifiers and pacifier clips that you list
  • Images of the product and product packaging, as applicable, for all pacifiers and pacifier clips that you list. Images must include all sides of the product and product packaging for our review.
  • Product images or test report as evidence of compliance with mandatory tracking label requirements (CPSA Section 14(a)(5))
  • Product images or test report as evidence of compliance with warning and hazard labels, as applicable
  • A Children’s Product Certificate (CPC) for all pacifiers and pacifier clips that you list
  • Test reports from a CPSC-accepted lab that confirm that each product was tested to the regulations and standards listed above

How to submit information

If you are contacted by us for compliance documents, complete the following steps to submit the requested information:

  1. In Seller Central, select the Performance tab, and choose Account health.
  2. Under Product compliance requests in the bottom right corner of the page, click Documentation requests.
  3. Click Provide documentation or appeal next to the product.
  4. Select No to upload documents.
  5. Follow the steps in the Submit required documents section.

Note: Test reports must contain images of the tested products that are sufficient to demonstrate that the product tested is the same as the product listed on the detail page.

Policy violations

If you do not provide the required information by the applicable deadline, we may take the following actions:

  • Remove the relevant product listings
  • Suspend your ability to add new products, your listing privileges, or both
  • Withhold any payments due to you

We reserve the right to take any further actions that may be necessary in our sole discretion.
