Skin lightening and whitening products

If you list products on our store, you must comply with all federal, state, and local laws and our policies applicable to those products and product listings, including this policy.

Skin lightening and whitening products covered by this policy

Skin lightening and whitening products include, for example, bleaching creams, whiteners, skin brighteners, and fading creams. These products work by reducing melanin in the skin. Many skin lightening and whitening products have been found to contain mercury. Exposure to mercury can have serious health consequences. Amazon prohibits skin care products containing mercury or its equivalents, including, but not limited to, Mercuric, Mercuric Amidochloride, Mercury Oxide, Mercury Salts, Mercurous Chloride, Mercurio, Calomel, Cinnabaris, Hydrargyri Oxydum Rubrum, or Quicksilver.

Our policy for skin lightening and whitening products

Amazon requires that all skin lightening and whitening products have been tested to comply with the specific regulation or standard requirements listed below:

  • 21 CFR Part 710 (Voluntary Registration of Cosmetic Product Establishments); and
  • 21 CFR Part 720 (Voluntary Filing of Cosmetic Product Ingredient and Cosmetic Raw Material Composition Statements)
  • 21 CFR 700.13 (Cosmetic Testing – Mercury)

Required information

We may request this information from you at any time, so we recommend that you have it easily accessible:

  • Your company name (if applicable) and seller ID
  • Your contact information: email address and phone number
  • All skin lightening and whitening products that you list
  • Product images for all skin lightening and whitening products that you list
  • Product packaging images for all skin lightening and whitening products that you list
    • Product images must show all sides of the product packaging
    • Product images and detail page content must comply with Amazon’s policy for cosmetics & skin and hair care products. For more information on this specific policy and our requirements, visit Amazon’s policy on cosmetics & skin and hair care
  • Technical Specification or Safety Data Sheet listing each ingredient and concentration or concentration range
  • Documentation demonstrating all of the following:
    • Certificate demonstrating product is currently manufactured in a Current Good Manufacturing Practice Regulation (cGMP) facility
    • Participation by the selling partner, manufacturer, packer, or distributor of the product in the FDA’s Voluntary Cosmetic Registration Program (VCRP) – Form FDA 2511
    • Copy of the Cosmetic Product Ingredient Statement – Form FDA 2512
  • Test Results from ISO 17025 accredited lab demonstrating mercury is less than 1 ppm and that each product was assessed to 21 CFR Part 701

How to submit information

If you are contacted by us for compliance documents, complete the following steps to submit the requested information:

  1. In Seller Central, select Performance tab, and choose Account Health.
  2. Under Product Compliance Requests at the bottom right corner of the page, click Documentation Requests.
  3. Click Provide Documentation or Appeal next to the product.
  4. Select No to upload documents.
  5. Follow the steps in the Submit required documents section.
Note: Test reports must contain images of the tested products including packaging, compliance markings, and warning labels if applicable. The product images on the test reports must show the same product as the product images on the detail page.

Policy violations

If you do not provide the required information by the applicable deadline, we may:

  • Remove the relevant product listings
  • Suspend your ability to add new products, listing privileges, or both
  • Withhold any payments due to you
  • Pursue legal action

We reserve the right to take any further necessary actions at our sole discretion.
