A customer claims I sent a damaged product, when it was clearly cut off by the customer and is demanding I send a new replacement?

Depending on the cost of the item.
If a fairly cheap item then just refund and move on.
If the customer opens a claim against you then I am sure that Amazon will side with the customer on this. (Amazon may however fund the claim but it will be a mark against your ODR)

You might want to look into your own packaging for this item to protect yourself from this from happening again.

Did they send a photo of just the paper it was in or a photo of a cut through product?
I would want to see the product if they can show me that I would refund.
If not , then no. But take into consideration the cost of the product and your metrics.

For the price of your product, just refund and suggest they order a replacement.

It isn't worth the hassle for you to pay for the return or god forbid a negative feedback.
