Do you have a valid credit card on file (not a debit or prepaid card)?
If it has been longer then 48 hours and this message is stil there then the card you are using is not valid for Amazon’s requirements.
Normally this is because you are using a debit card that Amazon does not recognize as valid for the account. Amazon will accept certain debit cards from major US banks. Something that I suspect that you do not have access to. This being the case you will need a credit card going forward to finish activating your account.
