Return reason "Didn't approve purchase"

Please help me figure this out. If a buyer asks for no invoice, and has item shipped to someone else, do you think it’s a drop shipper? Today I have an auto authorized return with a reason “didn’t approve purchase”, meaning I am responsible for shipping both ways. Is there anything I can do to make sure this buyer does’t do this all the time?

Most likely, however, it could also be that the buyer is sending the item as a gift to someone.

Not true (unless you are offering free shipping) the buyer paid original shipping.
Granted, it may not have covered the full cost of shipping.

You will only be charged the return shipping for the label if the buyer actually uses it and returns the item.

We have a return rate of about 40% on return requests
