I created a promotion and gave the code to a customer, when they entered the code it was for the wrong amount. I went back and looked and I entered the wrong amount when I created the promotion. So I created a promotion for the correct amount and gave the new code to the customer but when they entered in the new code it returns an error and it appears the old promo code is stuck on the item. They deleted the item from the cart and the saved for later but when they add it back it applies the old incorrect promo codes. What do they need to do to clear this information so they can use the correct promo?

You need to completely remove (delete) the old Promotion. The old Promotion will take precedence until it is removed by you from your Promotions.
