Lower Priced Items to Consider

Hello Everyone!
On the top of my listing page, there is “Lower Priced Items to Consider” items display.
Looks like not every listings has that.
Why that appears on certain listing pages?
Is there a way I can put my listing on someone else’s listings also?

You can advertise. But normally the lower priced is Amazon deciding to put it there.

Only Amazon can control these sections on a product page.
Advertising will help some though, as @JwsMarket mentions.
