It’s frustrating the things that buyers come up with

11 Days after receiving a snomotion globe a buyer is reaching out to me asking me if I can send a replacement for a non working item in time for a birthday on the 13th
I don’t have another I’m going to have to have the buyer return the one that they purchased that is non working its that simple right?

Yes. Issue a prepaid return label and refund the buyer accordingly, after you receive the return.

Even if you had a replacement, it is never advisable to send a replacement, but rather follow the above procedure and have the buyer place a new order. Amazon has no option to offer a replacement for 3P sellers (i.e.: seller has no procedure to prove a replacement was sent).
