We do not offer free shipping due to the following:
If an item is returned, if you offer free shipping you cannot withhold your original shipping
Sellers using free shipping often build their shipping price into the product price. However, when individuals buy multiple items (which many of ours do), we are much cheaper as our second item is less than the full shipping charge (if we sell an item for $5.59 shipping, our second item ships for $1, saving the customer money and attracting buyers to purchase more items/larger orders from us rather than cherry picking from multiple sellers)
Amazon used to offer benefits to sellers using free shipping (adding to Prime orders, a separate buy box featuring these sellers) but they have removed many of these advantages)
In the end it is up to the individual seller but with returns, the first bullet is key to our business.

As already mentioned it will bite you if you have to refund buyer remorse returns where you normally would not refund shipping either way.
Be fair when setting your shipping rate and you will not drive customers to the free shipping offers as unreasonable shipping charges was the original reason customers looked for free shipping.
Also do not penalize APO or FPO customers as they deserve domestic rates for their service.
Same item - one listing at $5.95 + $2.95 shipping, the other at $8.90 (same total) free shipping. Free shipping gets more sales by a small amount
