I found where the issue was. A user needs to submit a request to Amazon to “Make changes to your account” and request that they "Turn on Automatic Settlement Reports " on the account with the following account changes.
Select the ones that you need.
Flat File Settlement Report: GET_V2_SETTLEMENT_REPORT_DATA_FLAT_FILE
XML Settlement Report: GET_V2_SETTLEMENT_REPORT_DATA_XML
Flat File V2 Settlement Report: GET_V2_SETTLEMENT_REPORT_DATA_FLAT_FILE_V2
