Customer return has been transferring between warehouse for 3 weeks, what is time limit to report as lost?

I have a customer return that was sent back on September 27th. On that day it says it was warehouse transferred so it does not allow me to request a removal order as it is still in the transfer process. Amazon support told me it is normal for it to take this long. There has been no update since Sept 27th.

How long does a warehouse transfer usually take? How many days do I have to wait before I need an investigation opened to see if it’s lost or not?
