Cannot reactivate my account

Hello

i am turning her for more help, because i have just tried everything i could think of.
I am trying to open an account on amazon SC form a different country (Slovenia)
But i have been trying to get approved for more than a year and half.

now the problem is this, it took me quite a long time to get the right documents for the approval, but now i cannot find a way to send those document to them because i no longer have the “send additional information” button in my seller central health tab

the warning in the beginning said that my account has been deactivated… could anyone help me out here

After a year and a half of attempts, did the last response from Amazon have the phrase “we may no longer reply”
