$25 default reimbursement value for items

Has anyone else been receiving responses from CS indicating they are only entitled to $25 for reimbursement for FBA items returned with missing parts? We’ve had several cases where items were returned with missing parts and we are only able to recover $25 in reimbursement. These products were returned with missing parts that the customer kept and sent back the rest of the product.

We are sent the Amazon reimbursement policy link. We request the policy used for the $25 justification but never get a response with a link to the policy. We are told the missing parts are “accessories” and we aren’t entitled to full reimbursement of the units. We’ve had the same response for reimbursement of our new products that have been lost by the warehouse but don’t have sales history yet.

Has anyone else run into the same issue and what are your responses to fix the issue.
