Has anyone met this problem before? I was pretty sure I finished the application form on my own, but I still failed… I wanna submit the form again but I can’t…

Did you use a service or a consultant to help you with this? You might have gotten a pretty generic template if you don’t have a lot of existing infrastructure.

I have not heard of this before. Are you applying for PII access? It would not be surprising to me that some companies answers would be similar as the data protecting policy all companies need to meet is the same.
In my experience you need to ask Amazon for permission to submit the application again.
